Consider Adoption of Resolution #14-08-159 Accepting Quotes and Awarding a Contract for Improvement Project #14-29; Alpine Drive Watermain Improvements
Purpose/Background:
Purpose
The purpose of this case is to accept quotes and award a contract for Improvement Project 14-29, Alpine Drive Watermain Improvements. This improvement project will allow the City to most cost-effectively construct a looped watermain connection between the existing trunk watermain stub under Alpine Drive, west of Kryton Street, to the existing trunk watermain under Nowthen Boulevard/CSAH 5 by coordinating the work with improvements to be completed by Anoka County at the intersection of Alpine Drive and Nowthen Boulevard/CSAH 5 in the fall of 2014.
Background
On January 28, 2014 the City Council approved a Joint Powers Agreement with Anoka County for completing the Alpine Drive and Nowthen Boulevard/CSAH 5 Intersection Improvements. At the time, staff discussed the benefits of constructing a looped watermain connection under Alpine Drive between Krypton Street and Nowthen Boulevard/CSAH 5 in conjunction with the County led project since the intersection of Alpine Drive and CSAH 5 would be under construction, saving the City money by not needing to provide our own traffic control or paving the street when the work was complete. The City Council agreed and authorized staff to proceed with the preparing plans for this work.
After preparing plans and specifications to connect the existing trunk watermain terminating west of Kryton Street under Alpine Drive to the exsting trunk watermain under Nowthen Boulevard/CSAH 5, staff submitted requests for quotes to three contractors for completing the proposed watermain improvements. Two quotes were received on July 29, 2014. Below is a tabulation of the quotes.
The quotes include costs for installing 735 feet of 8 inch, class 52 ductile iron pipe watermain under 3 separate mobilizations due to the staging plans developed for the County led project. Other materials included a 12 inch x 8 inch wet tap, a hydrant with a 6 inch valve and box, and one 8 inch and one 6 inch gate valve and box. Attached is the plan for this work.
The Contractor will be required to maintain minimum insurance coverages, and all work shall be carried out during normal working hours from 7:00 a.m. to 10:00 p.m., Monday through Saturday, in accordance with City ordinances. The Contractor shall conduct his work in accordance with the Minnesota Department of Transportation Standard Specifications for Construction, 2005 Edition.

Anoka County received bids for their Alpine Drive and Nowthen Boulevard/CSAH 5 Intersection Improvements project on July 29th. The Anoka County Board will be meeting on Tuesday, August 12th to consider awarding the project, so Council is being asked to award a contract for the Alpine Drive Watermain Improvements this evening contingent on the Anoka County project being awarded on August 12th. If the County Board does not award their project on the 12th, then the City should not award our project either.

Funding Source:
The required funding for these improvements would be taken from the Water Fund. This includes all costs associated with completing the improvements.
Recommendation:
City staff recommends adopting Resolution 14-08-159 per Alternative Action #1.
