Consider recommending authorization for an expenditure of $42,016.01 to RoofCare Services for library roof repairs from Capital Improvement Funds. (Costley)

The Roswell Public Library has been plagued with water leaks over the years from the roof and ground level.  We have addressed some of the problems by:

• Sealing the foundation and creating French drains on the south and west sides of the Library (Project completed July 2019 – cost of $17,569.27).
• Installed new roof on the Bondurant Meeting Room (Project completed in FY 2021 by the Facilities Department  - costs unknown).
• Repaired sidewalks so that water pools away to the building (Project completed in FY 2022 by the Engineer Department Capital Improvement Fund – cost estimated at $35,000).
• Roof repairs including sealing cracks in grout, applying 2 coats of Acrylic Elastomeric Coating on block/rock walls, replacing seal above glass wall, inspecting and sealing all open parapet and curb inside and outside corners, edge metal details pipe, vent flashings, drains, and cleaning roof  (Project completed FY23 – cost $69.334.60).
• Roof maintenance covered additional roof repairs, cleaning and preventative maintenance (FY 2024 – cost $11,502.17).   
• The roof leaked on October 19, 2024 and RoofCare was asked to provide the attached quote for roof repairs ($42,016.01) and another quote for roof maintenance ($7,848.43) also attached.

This is not a budget expense for the Roswell Public Library.  The Roswell Public Library budgeted $12,601.16, for roof maintenance, but before P.O. 22500642 was sent to the vendor, the company was sold.  Then the new owner died, and the new owner now provides roof care and maintenance. Option one: Do roof repairs and $12,601.16 is transferred into Capital Improvement fund and merged with $29,414.85 of capital improvement funds to pay for roof repairs. Option two: Do roof maintenance and roof repair.  Transfer $4,752.73 to Capital Improvement funds ($12,601.16 - $7,848.43) and merge with $37,263.28 of capital improvement fund to do roof repairs and roof maintenance. Option three: Do roof maintenance and roof repair.  Use $42,016.01 in capital funds to repair the library roof.  $7,848.43 of Library general funds are used for roof maintenance and $4,752.73 are used for other library repairs including leaks in the girls' restroom that will include wall repair, fixing the outside faucet that leaks, providing hot water to the library and other building maintenance issues.
