The Eastern New Mexico State Fair (ENMSF) requested Lodgers' Tax funding for their event scheduled for September 29–October 4, 2025. City Council approved $20,000 on a reimbursement basis to support marketing, sanitation, and security. In addition, ENMSF requested sponsorship of the event. Following a meeting with City Administration, a draft agreement has been negotiated to provide $20,000 in sponsorship, pending approval by the governing body.

The Legal Department has reviewed the sponsorship draft agreement. They will finalize the agreement upon approval by the governing body.

The Occupancy Tax Board voted (5-0) to recommend that the City of Roswell negotiate sponsorship with ENMSF at its July 22, 2025, meeting. The Finance Committee voted (5-0) to award ENMSF $20,000 for marketing, sanitation, and security, and to open negotiations with the City of Roswell for sponsorship at their August 7, 2025, meeting. The City Council voted (10-0) to award ENMSF $20,000 for marketing, sanitation, and security, and to open negotiations with the City of Roswell for sponsorship at their August 14, 2025, meeting. The Finance Committee recommended approval 5-0 at its meeting on September 4, 2025.
