ACTION REQUESTED:
Approval to award ITB-26-008 to Mevacon LLC- for construction of the Roswell Public Library Children's Garden/Jardín de Niños project in the amount of $297,774.70, which includes applicable New Mexico Gross Receipts Tax (GRT) (Cavin/Costley)
BACKGROUND:

The City of Roswell submitted an Invitation To Bid (ITB-26-008) seeking sealed bids from licensed and qualified contractors for the construction of the Roswell Public Library outdoor Children's Garden/Jardín de Niños, located at 301 North Pennsylvania Avenue, Roswell, New Mexico. The project will redevelop an existing exterior landscape area into a secure, ADA-accessible outdoor learning and play space for children and families. The completed project will provide a safe, engaging environment that supports early childhood development, enhances library programming, and promotes community use.
Bids were opened on February 10, 2026, and two bids were received:

- Mevacon LLC of Fairacres, New Mexico - $275,000.00 (excluding GRT)
- AK Sales and Consulting Inc of Roswell, New Mexico- $556,900.00 (excluding GRT)
FINANCIAL CONSIDERATION
See Fiscal Impact below. Funds are available through donations and gifts to pay for this project.
LEGAL REVIEW:
Contract will be reviewed by the Legal Department upon award.
BOARD AND COMMITTEE ACTION:
Legal Committee voted (5-0) to refer to City Council on the consent agenda at their meeting on February 26, 2026.
STAFF RECOMMENDATION:
Consider awarding the bid to Mevacon LLC, for the amount of $297,774.70 (includes GRT) for the construction of the Roswell Public Library's Children's Garden/Jardín de Niños.
