SUBJECT: Professional Services Agreement with Burgess & Niple for design of the Lakeshore - Lake Valley Intersection Project (CIP #CS2704) - Consideration & Possible Action (Approve) [Parker Murphy, Traffic Engineer]

SUMMARY/BACKGROUND:
Town staff has recently conducted a traffic signal warrant analysis of the intersection at Lakeshore Drive and Lake Valley Road, and signalization is recommended.
The signalization project will involve procuring a design engineering consultant. The scope of work will include traffic analyses and configuration of improvements. The project will require modifications to the curb return radii, signage, striping, and pavement treatment. The current RRFB at the location will be removed and utilized at another appropriate location within the Town at a future date.
In February 2026, the Town was awarded CDBG Funds through the U.S. Department of Housing & Urban Development to use towards community development projects. It is proposed that a portion of those funds be used for this project.
As a member of the S.A.V.E. Cooperative Purchasing Agreement, the Town is utilizing the City of Prescott On-Call Professional Services FY24-FY29 Contract No. 2024-005 previously issued to Burgess & Niple. Town staff has received a proposal for design services from Burgess & Niple based on the terms and conditions of that agreement. Staff is now requesting that Town Council consider approving a coop Professional Services Agreement with Burgess & Niple in the amount of $155,550.32 for the design of this project based on the Prescott agreement (as permitted by state statute and local code and policy) and otherwise in conformance with applicable requirements for CDBG funding.

RECOMMENDED MOTION:
Motion to approve the Professional Services Agreement with Burgess & Niple based on the City of Prescott’s Co-op Agreement Contract No. 20247-005 in the amount of $155,550.32 for design services for the Lakeshore – Lake Valley Intersection – CIP# CS2704. VOTE.
STAFF RECOMMENDATION:
Staff recommends approval of the coop Professional Services Agreement with Burgess & Niple in the amount of $155,550.32 for the Lakeshore - Lake Valley project.

Total Cost this Request: $155,550.32
Funding Source: The total project budget is funded as follows:
CDBG Grant (Fund 271) - $165,000.00
Budget Impact: The full project cost of the Lakeshore – Lake Valley Intersection – CIP# CS2704 in the amount of $165,000.00 was approved with the FY27 Budget.
Purchasing Method and Results: This is a coop Agreement as permitted by state statute and local code and policy.
