STAFF RECOMMENDATION
It is recommended that the Board of Commissioners adopt Resolution 2026-04 to amend flow billing percentages and approve the flow billing rates as measured by ADS Environmental Services, Inc. and approved by member agency staff.

BACKGROUND INFORMATION
An online meeting with the Engineering Committee members took place on February 11, 2026, to discuss the new flow allocation. The flow allocation rates are based on the data for 12 months ending June 30, 2025, collected by the ADS Environmental Services metering system located at the member agency connection points to the VVWRA interceptors. These meter readings are compared against the overall flow meter at the wastewater treatment plants to create the flow billing percentage. The Engineering Committee members reached a consensus on the proposed billing rate percentages. Approval of these percentages now needs to be sent to the VVWRA Board to adopt the percentage allocation rates by the attached Resolution (Exhibit 1).
