STAFF RECOMMENDATION
It is recommended that the Board of Commissioners adopt Resolution 2026-06 to amend the Unforeseeable Emergency Vacation Cash Out Policy to include compensatory time as an additional option for emergency financial relief.
PREVIOUS ACTION(S)
On March 21, 2024, VVWRA Board of Commissioners adopted the Unforeseeable Emergency Vacation Cash Out Policy.
BACKGROUND INFORMATION
VVWRA’s current Unforeseeable Emergency Vacation Cash Out Policy (Policy) allows employees to cash out the accrued vacation time in situations involving extraordinary and unforeseeable financial hardship. The purpose of the policy has been to provide employees with a limited but timely option for relief when facing severe financial emergencies beyond their control.
Upon reviewing the current Policy, the VVWRA management team recognized that employees often accrue compensatory time in addition to vacation, and that both forms of accrued leave represent earned time that may be essential in alleviating severe, unforeseen financial hardship. Having compensatory time as another option strengthens the Policy’s effectiveness by providing employees with more flexible and equitable means of addressing extraordinary financial circumstances beyond their control.
