Discussion and possible action to amend the Master Service Agreement with Aetna to provide in addition to the services under the  "Webb County Medical, Prescription Drug, Dental and Vision Plan - Third Party Administration" to include the administration of the New Consumer Driven Health Plan that permits the implementation of a Health Saving Account (HSA) at a cost of $1.35 per member per month and for COBRA Administrative Services to remain at $0.35 cents per patient per month with a minimum $150.00 per month; and authorizing the Webb County Judge to sing the Amendment to the Master Service Agreement (MSA) and any other matters incident thereto. [Requested by Monica Flores, Webb County Interim Risk Department Director; Account #6100-1090-001-432056-(Administrative Fees); Account #6100-1090-001-432058 (Cobra Administration)]
 
Issue: Webb County currently contracts with Aetna as its Third Party Administrator (TPA) to administer the County's self-funded employee benefit plans. The commissioners court approved on September 9, 2024 Item 34. during a regularly scheduled meeting to have a New Consumer Driven Health Plan (CDHP). 
 
Solution: Amend the Master Service Agreement to include the CDHP which is required to have an HSA. 
 
Result: After execution of the Amendment to the MSA, TPA services will be effective January 1, 2025.
