Discussion and possible action to enter into an agreement with Hyperlink Infosystem Inc. for the development and implementation of a Webb County Mobile phone App for use with both iPhone and Android phones at a cost not to exceed Eight Thousand Four Hundred Forty-Dollars ($8,440.00) and with a maintenance and support of the phone app for one year at an additional cost of One Thousand Three Hundred Twenty Dollars ($1,320.00) for a total cost of Nine Thousand Seven Hundred Sixty Dollars ($9,760.00) authorizing the County Judge to execute all relevant document and any other matters incident thereto.  [Account #1001-1280-001-443000-110 (Repairs and Maintenance Software)]
 
Issue: There is a need to communicate more efficiently with precinct constituents in English and Spanish.
 
Solution: We evaluated several companies and found one that would provide the services needed.
 
Result: A mobile app will be developed and available for the public.
