Discussion and possible action to accept a grant award and authorize Webb County to enter into a grant agreement with the Texas Department of Housing and Community Affairs, Office of Colonia Initiatives for the Colonia Self-Help Center Program, Contract No. CSH24-0168 in the amount of ONE MILLION DOLLARS ($1,000,000) and authorize the County Judge to sign all relevant documents. This contract commences on December 1, 2024 and terminates on December 1, 2028. This grant does not require any type of match, therefore there will be no impact on the general fund. All required documents were reviewed by the Economic Development Department and the acceptance of the grant award is in compliance with the Webb County Single Point of Contact (SPOC) procedures.  

Issue: Webb County Submitted a grant application for Colonia Self-Help Center Funding to the Texas Department of Housing and Community Affairs.

Solution: Accept this grant award and enter into a grant agreement.

Result: Colonia Self-Help Center continues to serve Webb County colonia residents with funding for housing improvements and public services.

Webb County has received and successfully administered funding for the Colonia Self-Help Center from the Texas Department of Housing and Community Affairs for many years.  This funding provides colonia residents with improved housing conditions and accessibility to services such as clean-up campaigns.   

On July 22, 2024 the Webb County Commissioner's Court passed a Resolution authorizing the submission of a funding application to the Texas Department of Housing and Community Affairs for an amount not to exceed $ 1,000,000 and appointing the County Judge as the authorized signatory for all related documents.
