Discussion and possible action enter into a Professional Counseling Services Agreement with Happy and Healthy Counseling, PLLC., for the provision of counseling services to Child Protective Services Foster Children served by the Laredo/Webb County Texas Emergency Network Diversion Court commencing October 1, 2024, through September 30, 2025, in an amount not to exceed Fifteen Thousand Dollars ($15,000.00) for the 2024 - 2025 grant cycle, authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. Issue: Child Protective Services (CPS) transfers foster youths from one foster placement to another placement, which often results in gaps in counseling services.   

Solution: Webb County’s approval of the Agreement allows for court-ordered foster-placed children to secure much-needed counseling sessions and eliminate any potential gaps in counseling services.
 
Result: The program will ensure that foster-placed children are provided much-needed counseling services and avoid potential gaps with their counseling services when said youth are moved from one foster placement to another.

One purpose of the program is to provide services to the youth to prevent deregulation incidents and avoid suffering serious emotional crises. Consequently, affecting their level of care with CPS.
