Discussion and possible action to approve a Non-Financial Memorandum of Understanding (MOU) between Texas A&M International University (TAMIU) and the Webb County Adult Drug Court and Veterans Treatment Program to designate Counseling Practicum/Internship Sites. The terms of the MOU will be from August 1, 2025–August 31, 2026, and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. [There is no Fiscal Impact to the General Fund]

Issue: Students enrolled in the Master of Arts in Counseling Psychology program at Texas A&M International University are required to complete 600 hours of supervised training under Licensed Professional Counselors to fulfill graduation requirements.
 
Solution: Webb County, through the Adult Drug Court and Veterans Treatment Program, will provide students with the opportunity to complete supervised practicum and internship training. Licensed Professional Counselors will oversee and supervise their work while delivering services to participants of both programs.
 
Result: This partnership will offer essential counseling services to program participants while enabling graduate students to gain critical hands-on experience toward becoming Licensed Professional Counselors, a need that is significant in our community.
