Discussion and possible action to authorize the Purchasing Agent to solicit a Request for Qualifications (RFQ) for Real Estate Appraisal Services (on an as-needed basis) for a term of three (3) years effective October 1, 2025, through September 30, 2028, or any other performance period term as directed by the Webb County Commissioners Court pursuant to the Professional Services Procurement Act and any other matters incident thereto.
 
Issue: Real Estate appraisal services are considered professional services under the Texas Government Code §2254 and require a Qualification-Based Selection process prior to award and negotiating related fees.  These professional services are frequently requested to secure Fair Market Value appraisal reports or other related services as directed by the Webb County Commissioners Court. 
 
Solution: Consideration to authorize the public solicitation of real estate appraisal services to secure formal submissions of qualification statements for the requested services pursuant to the Professional Services Act.  
 
Result: If approved, the Purchasing Agent will issue a formal request for qualification for the real estate appraisal services to include any other directives authorized by the Governing Body.
