Discussion and possible action to ratify the approval of the acceptance of a grant award in the amount of $30,639.36 Contract No. C-02771 from the Office of the Texas Attorney General (OAG) for Fiscal Year 2026 Statewide Automated Victim Notification Service (SAVNS), covering the period from September 1, 2025, through August 31, 2026; and to authorize the County Judge to execute all necessary documents; and any other matters incident thereto. This grant requires no cash match and has no impact on the General Fund. All documentation has been reviewed by the Economic Development Department and complies with Webb County’s Single Point of Contact (SPOC) procedures. Issue: Many crime victims, particularly survivors of sexual assault and domestic violence, have been unaware when offenders were released from custody. Leaving survivors vulnerable and anxious, compromising their sense of safety and ability to protect themselves.

Solution: The Integrated Victim Services System was created, allowing crime victims and concerned citizens to receive real-time updates regarding an offender’s custody status.

Result: The acceptance of this grant will allow for continued funding, ensuring that crime victims in Webb County can enroll in SAVNS and receive automated notifications about changes to an offender’s custody status, including release, transfer or court events. This system enhances victim safety, supports informed decision-making, and demonstrates Webb County’s ongoing commitment to victim services and public safety.

This crime victim service program is established to ensure compliance with the rights guaranteed under Section 30 of Article I of the Texas Constitution (Rights of Crime Victims) and the provisions detailed in Chapter 56 of the Texas Code of Criminal Procedure.

The acceptance of the agreement is approved on a yearly basis.
