Discussion and possible action to proceed with Task #1 scope of work will include consultant focusing on personnel and resources to assist County staff with technical, operational, maintenance, design concerns, as well as preparation for County Commissioner’s Court presentations, and Task #2 scope of work will include in-depth evaluation of operations at RBWTP, including raw and finished water quality, unit process performance chemical dosing, instrumentation, and controls. Also, analysis of water quality data, pressure maintenance and operations, sampling and flushing plans, the County’s Nitrification Action Plan, and operation of storage and pumping facilities to identify risks and ensure alignment with best management practices (BMPs).  Pursuant to the Master Service Agreement (Agreement) between Webb County for the Water Utilities Department and Ardurra Group, Inc. approved on August 25, 2025 Item #27, in the amount of Two Hundred Fifty-One Thousand Nine Hundred Seventy Dollars ($251,970.00); authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. Issue: The Webb County Water Utilities Department has several ongoing operational challenges including concerns regarding the RBWTP overall operations, especially disinfection byproducts(DBP) specifically Trihalomethanes(TTHMs)and Haloacetic Acids(HAAs), and analysis of its water distribution system's pressure maintenance and operation, as well as its sampling and flushing plans. 

Solution: Webb County will enter into a Master Service Agreement with the Ardurra Group, Inc. in order to address these water system issues.

Result: The potential results of proceeding with the agreement are operational improvements, enhanced compliance requirements with TCEQ, and improve the overall quality and safety of drinking water for residents.
