Discussion and possible action to enter into a three-year (October 1, 2025 through September 30, 2028) Temporary Staffing Services Contract with Manpower Group US Inc. to staff election workers for the Elections Department on an as-needed basis at hourly rates of $18.90 for Election Judges and $16.20 for Election Clerks, and authorizing the County Judge to sign and execute all relevant documents; and any other matters incident thereto. Issue: At its meeting of June 23, 2025, regarding item 16e, the Commissioners Court authorized the Webb County Purchasing Agent to solicit Request for Proposals (RFP’s) for Temporary Staffing Agency Services for Webb County Elections for a contracted period of three (3) years effective October 1, 2025 through September 30, 2028.
 
Solution: At its September 22, 2025 meeting, the court awarded Request for Proposal (RFP) 2025-007 Temporary Staffing Services for the Election Office to the highest-ranking respondents, which included Manpower Group U S Inc.
 
Result: Elections Department will be able to avail itself of temporary staffing services to temporarily fill positions of election judges and clerks for various Webb County contracted elections. The agreement can be terminated for convenience by Webb County upon thirty (30) days written notice to Manpower Group US, Inc.

Elections Department periodically needs election judges and clerks to handle elections ordered by Webb County or where local governmental entities or special districts contract with the Elections Department to conduct their elections.
