Discussion and possible action to authorize the Purchasing Agent to secure competitive sealed proposals from executive search firms to conduct a nationwide recruitment and selection process for the position of Deputy Medical Examiner. The awarded firm will work under the direction of the Webb County Commissioners Court and the Human Resource Director to identify, recruit, and recommend qualified candidates pursuant to the Texas Local Government Code; §262.030 Alternative Competitive Proposal Procedure for Certain Goods and Services and any other matters incident thereto. [Account #1001-1130-001-432001 (General Fund-General Operating Exp-Administration-Professional Services)]

Issue: The Webb County Medical Examiner’s Office currently does not have a full-time Deputy Medical Examiner to assist with the performance of autopsies, death investigations, evidence collection, and the ordering of laboratory tests in support of, and in the absence of, the Chief Medical Examiner. A part-time Deputy Medical Examiner is currently serving in a limited capacity.

Solution: Consideration to authorize the Purchasing Agent to secure sealed proposals from experienced search firms to assist the County in conducting a nationwide search, recruit and recommend qualified candidates for the requested position needed to enhance the services provided by the Webb County Medical Examiner’s Office.

Result: If approved, a request for proposals will be advertised for the approved scope of services requested.  Once proposals are secured, the Purchasing Agent and the Evaluation Committee will make a recommendation to the Commissioners Court for their consideration to award the consulting services to the highest-ranking firm.
