Discussion and possible action to authorize the Purchasing Agent to solicit a Request for Qualifications (RFQ) for “Independent Consulting Services for the Webb County’s Group Health Insurance Program” in accordance with the Texas Government Code, Chapter 2254 (Professional and Consulting Services); Sub-Chapter A. Issue: The Consulting agreement between Webb County and HUB International Texas, Inc. has expired. It is recommended to secure sealed qualification statements from qualified firms and/or individuals who can provide Webb County with consultation with strategic benefit planning with respect to its employee benefit health programs. 
 
Solution: Consideration to Authorize the Purchasing Agent to seek proposals for independent consultation services with a specialty in self-funded group health program(s) for special projects and renewals. 
 
Result: The selected independent consultant will review and give recommendations on any special project(s) the Webb County Commissioner's Court takes action on Webb County’s group health insurance program(s) and other related coverages.
