Discussion and possible action to authorize staff to initiate discussions with representatives of water rights owners to purchase municipal water rights for the Webb County Utility and any matters incident thereto. [No effect on budget at this time]

Issue: Development is expected to increase in south Webb County over the next decade requiring the County Water Utility to provide additional water and wastewater connections and affecting the County's water availability.

Solution: Acquire additional water rights.

Result: The County will have sufficient water rights to provide potable water for the anticipated growth.

There is a need for additional water rights to insure sufficient water for future growth.
