Discussion and possible action to approve an updated Memorandum of Understanding (MOU) between Webb County (the Webb County Sheriff’s Office Safe Haven Program, the 406th District Court) and Casa Misericordia Domestic Violence Shelter to reflect the appointment of the new presiding judge of the 406th District Court. This update revises the previously approved MOU authorized by Commissioners Court on February 14, 2022, which established the partnership required under the Justice for Families/Safe Haven Grant Program through the U.S. Department of Justice, Office on Violence Against Women (OVW). All other terms and conditions of the MOU remain unchanged.

Issue: The Justice for Families/Safe Haven Grant Program requires a current and valid MOU documenting collaboration among partner agencies. Due to a change in judicial leadership in the 406th District Court, the MOU must be updated to accurately reflect the current presiding judge and ensure compliance with OVW grant requirements.

Solution: Approval of the revised MOU will ensure Webb County remains in compliance with federal grant documentation standards and will continue to support the coordinated efforts of the Casa Misericordia Domestic Violence Shelter, the 406th District Court, and the Webb County Sheriff’s Office in addressing domestic violence in the community.

Result: This action maintains the integrity of the existing partnership, ensures uninterrupted program operations under the Justice for Families/Safe Haven Grant, and continues providing comprehensive services to victims of domestic violence, sexual assault, dating violence, and stalking in Webb County.
