Discussion and possible action to award Invitation to Bid (ITB) 2026-001 “Self Help Center Home Reconstruction Program – TDHCA-OCI Contract No. CSH-23-0520” to Alamo Homes, the lowest responsible bidder for the demolition and removal of five (5) existing mobile home units and install five (5) new mobile home units that meet the specifications required for each unit as stipulated in the formal bid solicitation in an amount not to exceed $483,000.00 in accordance with the Texas Local Government Code; Sub-Chapter C. Issue: The Webb County Self-Help Center will carry out housing rehabilitation and housing reconstruction activities for the service area Colonias of El Cenizo and Rio Bravo to improve the quality of life for Colonia residents living within the targeted areas.

Solution: Consideration to approve the lowest and responsible bidder as recommended by the Webb County Purchasing Agent and CAA Self-Help Center Program Administrator.

Result: Five (5) applicants will be provided with reconstruction assistance and will be provided with new, energy-efficient mobile homes. The purpose of this assistance is to provide a decent, safe, and sanitary housing environment for Webb County families in need.

On November 10, 2025, the Webb County Commissioners Court accepted the recommendation from the Housing Rehabilitation Scoring Committee to approve the five Webb County resident applicants to receive assistance under the Texas Department of Housing and Community Affairs Office of Colonia Initiatives (TDHCA-OCI) Self-Help Center program and to authorize the Webb County Purchasing Agent to solicit bids.
