Discussion and possible action to approve the Head Start Preschool Program Addenda to Webb County polices for Personnel Policies and Percedures, Program Governance and Management Procedures, and Roles and Responsibilities of the Governing Body and procedures describing how the Webb County Commissioners Court and the Head Start Policy Council will implement shared decision-making authority. 

Issue: As per 45 CFR Part 1301 and 1302, the Head Start Program Performance Standards (HSPPS) require that programs establish and maintain a formal structure for program governance.

Solution: Approve the Head Start Addenda to Webb County policies for Personnel Policies, Program Governance and Management Procedures, and Roles and Responsibilities for the Commissioners Court and the Policy Council.

Result: The Webb County Head Start Preschool Program will be in compliance with Head Start Program Performance Standards  45 CFR §1301 through 45 CFR §1302.

Approval of the Addenda includes, but is not limited to:  Procedures for electing the Policy Council members; Reimbursement and Participation in Policy Council activities; Standard of Conduct for Governing Body, Staff, Contractors, and Volunteers; Personnel Policies and decisions regarding employment of all program staff to include the Head Start Executive Director; Criteria for Employment and Dismissal for all program staff to include the Head Start Executive Director; Recruitment, Selection, and Enrollment Priorities; Budget Planning Procedures / Cost Allocation Plan; Selection of Independent Financial Auditors; Procedures for Reviewing Applications for Funding and Amendments; Selection of Service Area / Delegate Agency Selection; Self-Assessment Process to Include follow-up activities and Program Improvement Plan. 

The Court approved the Addenda on November 25, 2024.
