Discussion and possible action to accept the rankings and award RFQ 2026-001 "Webb County Employee Health Benefit Consulting Services" to the highest ranking respondent for professional consulting services for a three (3) year agreement with two (2) optional one - year extensions at the County's sole discretion and to further authorize General Counsel to prepare the professional consulting service agreement with the selected respondent and any other matters incident thereto. [Account #6100-1090-001-432001 (Employee's Health Benefit - ISF - Risk Management -Administration-Professional Services)]

Issue: The Consulting agreement between Webb County and HUB International Texas, Inc. has expired.  On October 27, 2025, Webb County Commissioners Court authorized the Purchasing Agent to secure sealed qualification statements from qualified firms and/or individuals who can provide Webb County with consultation with strategic benefit planning with respect to its employee benefit health programs. 

Solution: Consideration to accept the rankings and award to the highest ranking respondent as presented by the Webb County Purchasing Agent and the Evaluation Committee.  

Results: If approved, General Counsel will prepare the professional consulting service agreement with awarded respondent.
