Discussion and possible action to enter into a two (2) year Consulting Services Agreement (February 1, 2026, through January 31, 2028) with Gallagher Benefit Services, Inc. who will provide Health Benefit Consulting services to the County’s Risk Management Department at a cost not to exceed Ninety Thousand Dollars ($90,000.00) over the term of the Agreement, subject to annual appropriations, and authorizing the County Judge to execute all relevant documents. Issue: At its meeting of October 27, 2025, the Webb County Commissioners authorized the Webb County Purchasing Agent to solicit a Request for Qualification for Employee Health Benefit Consultation Services as the current consulting agreement with HUB International, Texas, Inc. had expired and where said entity is providing services on a month-to-month basis.

Solution: At its December 8, 2025, meeting, the Commissioners Court accepted the ranking of the Evaluation Committee and awarded RFQ 2026-0001 “Webb County Employee Health Benefit Consulting Services” to its highest ranked proposer, Gallagher Benefit Services, Inc.

Result: Webb County Risk Management Department will continue to receive Employee Health Consultation Services but now with a new provider. Gallagher Benefit Services, Inc.
