Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2026-002 "Mechanical Electrical & Plumbing Engineering Services for the Webb County Jail Facility" to provide professional engineering services for design development, preparation of construction documents, and construction administration for the replacement of multiple HVAC air handler units at the Webb County Jail facility in accordance with applicable Texas Commission on Jail Standards (TCJS) Facility Standards and pursuant to the Texas Local Government Code; Chapter 2254 (Professional Services Procurement Act) and to further authorize General Counsel execute the contract between Vendor and Webb County and any other matters incident thereto. [Account #1001-1130-001-432001 (General Fund Professional Services)] 



Issue: The jail facility HVAC return air ductwork and supply fans located within the air handle units are not operating effectively. Impacting proper circulation throughout the building. 

Solution: Consideration to award to the selected vendor to address HVAC concerns. 

Result: All issues regarding the Webb County Jails HVAC system will be addressed.

On November 24, 2025, item no. 14b, the Webb County Commissioner's Court authorize the Purchasing Agent to advertise a Request for Qualifications for a Mechanical, Electrical, and Plumbing (MEP) Engineer for design development, preparation of construction documents and construction administration throughout the duration of the project for the removal and installation of new HVAC air handler units at the Webb County Jail in accordance with TCJS Facility standards and pursuant to the Professional Services Procurement Act.
