Discussion and possible action to enter into a Business Associate Agreement (Agreement) with Gallagher Benefit Services, Inc. (Gallagher), which was selected to provide consulting services to Risk Management. This Agreement establishes the requirements regarding the use, disclosure, and security of Protected Health Information (PHI); and authorizes the County Judge to execute all relevant documents and any other matters incident thereto. Issue: At the Commissioners Court meeting of January 26, 2026, the Court approved by a majority vote to enter into an agreement with Gallagher for Employee Health Benefit Consultation Services; such approval requires an additional no-cost Agreement for the protection of Protected Health Information (PHI).

Solution: Enter into the Agreement on the use of Protected Health Information (PHI)

Result: Webb County Risk Management Department will continue to receive Employee Health Consultation Services from this new provider, Gallagher Benefit Services, Inc.
