Discussion and possible action to approve a Resolution for the purpose of authorizing a public property finance contract issued under Local Government Code Section 271.005 (Authority to Contract for Personal Property) and enter into a purchase agreement for the purpose of authorizing a public property finance contract issued under Local Government Code Section Sec. 271.102 (Cooperative Purchasing Program Participation, pursuant to DIR-CPO-5443) between Motorola Solutions, Inc. and Webb County for the purpose of installing a Communications System in an amount not to exceed $752,047.39; and authorizing the County Judge to sign all relevant documents and any other matters incident thereto. [Account #1001-3010-001-470000 (Capital Outlay) FY 2026 $500,000 and FY 2027 $252,047.39]

Issue: The current radio system is not optimized for urban areas and secure reliable communication systems optimized for urban areas are necessary for Webb County radio system users to perform their constitutional duties to serve and protect the constituents of Webb County.

Solution: Consider approval of a finance agreement with Motorola Solutions, Inc. to install 800MHz system for urban use by all county radio system users and integrate the system with the current VHF P25 system.

Result: The signal strength and coverage of radio communications will improve in the jurisdictional area of Webb County radio system users.

On 10/26/2020, Item 7.a. the Commissioners Court approved the Motorola Communications System Contract since the Sheriff's Office was in need of a new Communication System to perform its constitutional duties to serve and protect the constituents of Webb County.
