Discussion and possible action to authorize the Purchasing Agent to solicit a formal Invitation to Bid for the construction of a new parking lot of an approximate 0.28 acre tract(s) of land located at 918 and 920 Houston Street. The proposed project consists of the preparation of plans and specifications, site preparation, and construction of an asphalt and/or concrete surface parking lot serving the downtown Webb County public facilities and visitors pursuant to Sub-Chapter C. Competitive Bidding Method; under the Texas Government Code; §2269.101 (Contracts for Facilities: Competitive Bids) and in accordance with §2269.102 (Use of Architect or Engineer) by designating the County Engineering Department to prepare the plans, specifications, estimated construction costs, construction documents for bidding, and construction administration throughout the duration of the project until closeout and any other matters incident thereto. [Sponsored by Webb County Judge Tano E. Issue: The County-owned properties located at 918 and 920 Houston Street were recently demolished, and additional parking is needed to address existing parking deficiencies, improve public accessibility and safety, ensure ADA compliance, and support continued Webb County operations.     
 
Solution: Consideration to authorize the Purchasing Agent to advertise a formal Invitation to Bid to secure competitive bids from contractors subject to the completion of the signed and sealed construction plans and specifications prepared by the County Engineering Department.  
 
Result: If approved, staff will proceed with the approved project as directed by the Webb County Commissioners Court as per formal action taken.
