Discussion and possible action to enter into an Agreement for Mechanical, Electrical, and Plumbing (MEP) Engineering Services with DBR Engineering Consultants, Inc. in the amount of Sixty Thousand Seven Hundred Fifty Dollars ($60,750.00) for the design development, preparation of construction documents, and construction administration for removal and replacement of multiple (20) HVAC air handler units at the Webb County Jail Facility in accordance with applicable Texas Commission on Jail (Facility) Standards and pursuant to Texas Government Code, Chapter 2254 (Professional Services Procurement Act), authorizing the County Judge to sign and execute all relevant documents; and any other matters incident thereto. Issue: At its meeting of November 24, 2025, item number 14b, the Webb County Commissioners Court authorized the Purchasing Agent to advertise a Request for Qualifications for a Mechanical, Electrical, and Plumbing (MEP) Engineer given the jail facility's HVAC return air duct-work and supply fans located within the air handler units are not operating effectively and is impacting the proper air circulation throughout the building.

Solution: At its meeting of January 26, 2026, the Commissioners Court awarded RFP 2026-002 “Mechanical, Electrical, & Plumbing Engineering Services for the Webb County Jail Facility” to DBR Engineering Consultants, Inc.

Result: All issues regarding the Webb County Jail’s HVAC system will be addressed.

The jail facility’s HVAC return air duct work and supply fans located within the air handler units are not operating effectively and is impacting the proper air circulation throughout the building.
