Discussion and possible action to authorize a software as a service agreement (SaaS) between Webb County and Tyler Technologies, Inc. (Sourcewell Cooperative Contract No. 060624) for the implementation of an Enterprise Jury Manager, Browser-Based Jury Management System for the Webb County District Clerks Office, effective May 12, 2026 for a total of $83,460.00, pursuant to the Texas Local Government Code; Sub-Chapter F, cooperative Purchasing Program, Sections 271.101, 271.102 (cooperative Purchasing Participation) and to further authorize the Webb County Judge to execute the service agreement and any other matters incident thereto. Issue: Current software has ongoing technical problems and system errors which impacts performance.

Solution: Consideration to authorize the agreement under the Sourcewell Cooperative Contract. Vendor has met the competitive bidding requirements of the State of Texas as per Texas Local Government Code, 271.101 and 271.102.

Result: Approval and implementation of a new jury management software system to enhance performance, minimize disruptions and better support daily workflows.
