Discussion and possible action to authorize and enter into an agreement between Webb County, a political subdivision of the State of Texas (for the benefit of its Community Action Agency) and Reliant Energy Retail Services, LLC (Reliant) for the Consumers Affordable Resource for Energy (C.A.R.E.) Program and any matters incident thereto; authorizing the County Judge to execute all relevant documents. The purpose of these contributions is to provide funding for energy assistance payments to NRG Affiliates’ customers. Webb County Community Action Agency will continue to utilize these funds to assist qualified NRG Affiliates’ customers. All required documents were sent to the Economic Development Department and were found in compliance with the Single Point of Contact (SPOC) policy. This agreement will have no impact on the general fund.

Issue: The Community Action Agency (CAA) still has available funding under the Reliant Energy CARE Program.

Solution: Seek the court’s authorization for the renewal agreement between CAA and Reliant Energy CARE Program.

Result: In order to effectively utilize the remaining funds, the Community Action Agency will continue to accept applications from potential qualifying NRG Affiliates’ customers in accordance with Reliant Energy Consumers Affordable Resource for Energy (CARE) Program requirements.
