Discussion and possible action to accept a Community Safety Grant award in the amount of $2,500 from the CenterPoint Energy Foundation as prepared, written, and submitted by the CAA grant writer in collaboration with CAA management for certified CPR instruction in Webb County and designating the Webb County Judge as the authorized official to execute all relevant documents; and any other matters incident thereto. This grant requires no cash match; and, thus will have no impact to the general fund.  All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: The Webb County Community Action Agency (WCCAA) will be able to assist the community through the provision of a CPR class at no cost by utilizing grant funds.
 
Solution: Supplemental grant application will allow expanded capacity for the Community Action Agency to assist the local community and expand local citizen’s lifesaving skills.
 
Result: Community Action Agency (CAA) will be able to provide this added service for the local community.

The funding will support a much-needed accredited CPR class to expand lifesaving capacity for the community of Laredo/Webb County.  Cardiac arrest is a major public health concern in the U.S. since nine (9) out of ten (10) people who experience cardiac arrest outside the hospital die. However, CPR can change those odds.   The American Medical Association posits that “CPR saves lives—just not as many as it should. That’s because too few Americans know how to perform it.”(American Medical Association website:  https://www.ama-assn.org/public-health/prevention-wellness/why-everyone-should-be-trained-give-cpr) Through this community safety project funded by the CenterPoint Energy Foundation, Red Cross instructors will train participants in adult and pediatric first aid/CPR/AED in a 5-hour class.
