Discussion and possible action to accept the rankings and award Request for Proposal (RFP) 2026-007 Employee Health Benefit Services to the highest-ranking respondents for employee health benefits such as health, dental, vision, prescription drug, stop loss and to further authorize General Counsel to negotiate the terms, conditions and associated fees with the awarded respondent Aetna and any other matters incident thereto. Issue: On February 23, 2026, Item 12, a Commissioners Court authorized the Purchasing Agent to advertise a Request for Proposals for the procurement of employee health benefits such as health, dental, vision, prescription drug, stop loss, third-party administration and other related health benefits pursuant to the Professional Services Procurement Act.
 
Solution: Consideration to award to the highest-ranking firms for each category of health benefit services as recommended by the evaluation committee based on the published weighted criteria and in accordance with the Texas Government Code; Professional Services Procurement Act.
 
Result: If approved, General Counsel will prepare the professional service agreements for each award for final execution and approval of terms, conditions and associated fees by the Webb County Commissioners Court.
