Discussion and possible action to authorize Task #4 Project Transfer Pump Station Technical Specification in which scope of work will include a professional engineering services assessment with Ardurra Group, Inc. to correct the original operating design points and developing the technical specifications necessary to procure and replace the aging transfer pumps for the Rio Bravo Water Treatment Plant. This is pursuant to the Master Service Agreement between Webb County for the Water Utilities Department and Ardurra Group, Inc. (approved on August 25, 2025, Item #27) in the amount of Twelve Thousand One Hundred Sixty Dollars ($12,160.00); authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. [Account #1001-1130-001-431007-010 (Operational Reserve)]

Issue: The Water Treatment Plant is currently not in regulatory compliance. The original operating design points for the existing transfer pumps at the Water Treatment Plant are inaccurate or inefficient.  Additionally, the equipment is aging, which threatens the reliability, flow, and pressure required to meet current and future water demands for local residents.

Solution: Authorize Task #4 (Transfer Pump Station Technical Specification) pursuant to the existing Master Service Agreement with Ardurra Group.

Result: A comprehensive review will determine the precise operating design points needed to increase plant efficiency. The new pumps will restore reliable flow and pressure, ensuring the plant can safely meet the water demands of Rio Bravo and El Cenizo residents. The potential results of proceeding with the agreement are operational improvements, enhanced compliance requirements with TCEQ, and improve the overall quality and safety of drinking water for residents.
