Discussion and possible action to enter into an AIA-A133-2019 “Standard Form of Agreement Between Owner and Construction Manager as Contractor (Cost of the Work Plus a Fee with a Guaranteed Maximum Price)” with Stoddard Enterprise, LLC, concerning the Webb County Veterans Building Rehabilitation and Preservation Project, in the amount of Twelve Thousand Dollars ($12,000.00) for Pre-Construction Phase Services and, as a component of CMAR’s Guaranteed Maximum Price, approximately Three Hundred Forty-Six Thousand Two Hundred Forty Dollars ($346,240.00) for construction overhead & Profit (Construction Manager’s Fee based on 8% of the estimated construction budget of $4,328,000.00) and Four Hundred Eight-Six Thousand Eight Hundred Ninety-Five Dollars ($486,895.00) for General Condition Charges and authorizing the County Judge to execute all relevant documents, and any other matters incident thereto. Issue: The designated property consists of a one-story (4,448 Square Foot) Main Building and a one-story (240 Square Foot) Storage Building, both to be rehabilitated, and secondary non-historic structures to be demolished.  The restoration of the exterior of the building (to meet the concurrence/approval of the Texas Historical Commission) and conversion of the interior into the Webb County’s Veteran Services offices, museum exhibit space, associated open spaces, landscaping, and parking.
 
Solution: At its October 28, 2024 meeting, the Webb County Commissioners Court awarded Request for Proposal 20205-001 “ARPA Project No. 27-Webb County Veterans Building Rehabilitation and Preservation Project” to Stoddard Enterprise, LLC to undertake the renovation work.
 
Result: The Buildings located at 409 San Bernardo, Laredo, Texas will house the County’s Veterans Service office and museum exhibits.

The Commissioners Court, at its August 26, 2024 meeting, authorized the solicitation of a Construction Manager to Risk (CMAR) to serve as a general contractor for the preservation of the Webb County Veteran’s museum building.
