Discussion and possible action to enter into a Non-Financial Memorandum of Understanding (“M.O.U.”) with the State of Texas, through the Department of Public Safety, for Webb County’s inclusion in the Texas Statewide Interoperability Channel Plan (TSICP) which will authorize the use by Webb County first responders of state-licensed channel frequencies held by the Texas Department of Public Safety (TxDPS) for coordination of emergency response services with the State, and authorizing the County Judge to sign and execute all relevant documents; and any matters incident thereto. Issue: There is a need for Webb County’s First Responders (Emergency Management, Law Enforcement, Fire Service, Public Works/Transportation) to be able to coordinate emergency response services with the State of Texas.
 
Solution: Enter into an MOU with the State of Texas, through the Texas Department of Public Safety, which authorizes Webb County the use of state-licensed mobile/portable radio frequencies for the purpose of coordinating emergency response services and resources with the State of Texas.
 
Result: MOU provides essential guidance for interoperable radio communications using VHF, UH 700 MHZ, 800 MHZ, and mobile satellite equipment for interagency coordination, in-route travel, or on incident communications.

This MOU authorizes the use of certain radio frequencies by emergency response organizations as defined by the U.S. Department of Homeland Security’s Emergency Communications Division and the Texas Department of Public Safety. It is also required for the purchase of radio equipment through state grants.
