Discussion and possible action to authorize the Purchasing Agent to enter into an Interlocal Participation Agreement at no cost between Webb County and GOVMVMT, a non-profit organization that provides the combined purchasing power of public agencies from across the country into contracts that are competitively solicited, evaluated, and awarded by a lead public agency in accordance with the Texas Local Government Code; §271.102 Cooperative Purchasing Program Participation and any other matters incident thereto.
 
Issue: The purpose of this agreement is to provide Webb County with a mechanism to achieve cost reductions through this national group-purchasing program. GOVMVMT values quality supplies and equipment for the members, at the industry’s best prices, at no cost or obligation to Webb County.
 
Solution: Consider approving the request by the Purchasing Agent to become members of this national cooperative purchasing program.
 
Result: If approved, Webb County will add another cooperative purchasing program solution as an option to purchase goods or services in accordance with the Texas Local Government Code provisions for cooperative purchasing contracts between local governments or local cooperative organizations of this state or another state.

GOVMVMT was founded to create a true, not-for-profit, public-focused program that is centered around providing dependable programs and services with the public’s interest in mind.  Based upon feedback from public agencies across the country, the national nonprofit Innovative Government Services Association (ISGA) decided to launch its first program for public agencies to offer state, local, and nonprofit agencies a cooperative purchasing program designed to meet these needs under the highest procurement and ethical standards.
