Discussion and possible action to approve the exception to the budget policy for the line-item transfer budget amendment by Order funding for a payroll line item under the general fund for the continuation of employment of a statutorily required position under guidelines set in Article1.051(c)(2) of the Code of Criminal Procedure for the Weekend (part-time) Clerk for the magistration process not to exceed Twenty-Two Thousand Three Hundred Twenty-Three Dollars ($22,323.00) with further action to transfer funds from the operational reserve into the accounts listed below; and any other matter incident thereto. Issue: The four year grant that funded the partial salary for the part time position came to an end on 9/30/2025. The grant terminated with no further funding, and the position is statutorily required under Article 1.051(c)(2) of the Texas Code of Criminal Procedure to perform the continued duties needed for the pre-trial services department. 

Solution: Approve the creation of the new account, transfer of funds from the operational reserve as outlined and release of payment.

Result: Upon approval, employees may continue working for Pre-Trial Services as statutorily required, and the payment will be processed and released to, resolving the outstanding balance.

Webb County was receiving partial funding for salary for this position for the past 4 years. Every year, the county would gradually absorb the salary cost. So, the end of the grant funding, it would not be a great impact to the general fund.
