Discussion and possible action to accept the rankings and award RFQ 2026-003 “Federal Legislative Consulting Services for Webb County” to the highest-ranking respondent and to further authorize General Counsel to prepare the consulting services agreement pursuant to the Professional Services Act and any other matters incident thereto. [Account #1001-1130-001-432001 (General Fund-General Operating Exp-Administration-Professional Services)]

Issue: On January 12, 2026, item 16g., the Webb County Commissioners Court authorized the Purchasing Agent to issue a Request for Qualifications for a Federal Legislative Consultant. The selected consultant(s) will serve as, but not limited to, the County’s representative and advisor on federal legislative and administrative matters affecting County operations, infrastructure, public safety, economic development, healthcare, emergency management, and border-related initiatives at the federal legislative level.

Solution: Consideration to authorize the selection of the highest-ranking consultant as recommended by the evaluation committee and the Webb County Purchasing Agent. 

Result: If approved, General Counsel and any other designated County official(s) as directed by Webb County Commissioners Court will negotiate the terms, conditions and related fees for the awarded services and return to Commissioners Court for final approval of the Consulting Services agreement for execution.
