Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2026-004 "Architectural/ Engineering Services Roof Replacement Design and Construction Administration" for the Billy Hall Administration Building to provide, but not limited to, professional design development, preparation of construction documents for bidding and construction administration for the duration of the project in accordance with the State of Texas Government Code; Professional Services Procurment Act and to further authorize General Counsel to prepare the professional service agreement between Webb County and awarded respondent and any other matters incident thereto. [Account #1001-1130-001-432001 (General Fund - General Operating Exp-Administration-Professional Services)]

Issue: An independent roof assessment of the Webb County Billy Hall Building was conducted by AEI Consultants.  The consultant stated that the approximate 23-year-old modified bitumen roof system is reaching the end of its serviceable life and is recommending roof replacement within 1–2 years. 
 
Solution: Consideration to accept the rankings and award to the highest ranking firm in accordance with the Professional Services Procurement Act.   
 
Result: If approved, General Counsel will proceed with negotiations for the terms/conditions and associated professional services fees with the selected respondent.

On January 12, 2026, item no. 16d., Commissioners Court authorized the Purchasing Agent to advertise a Request for Qualifications (RFQ) for Architectural Services for roof renovations for the Billy Hall Administration Building located at 1110 Washington Street.
