Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2026-006 “Webb County Roadway Speed Study in Rio Bravo, Texas” to the highest ranking respondent for the development of a roadway speed study for the City of Rio Bravo, Texas to include but not limited to the collection of traffic data, analyze existing traffic conditions, determine how to manage the appropriate speeds and evaluate changes for safer roadways and to further authorize General Counsel to negotiate the terms, conditions and associated fees with the awarded respondent and any other matters incident thereto. Issue: On April 27, 2026, item 20, Commissioners Court authorized the Purchasing Agent to secure qualification statements for the completion of a professional roadway speed study due to concerns by Webb County constituents of drivers speeding along Jacobita Road and surrounding areas in Rio Bravo, Texas.
 
Solution: Consideration to award to the highest ranking firm/ respondent as recommended by the evaluation committee based on the published weighted criteria and in accordance with the Texas Government Code; Professional Services Procurement Act. 
 
Result: If approved, General Counsel will prepare the professional service agreement for final execution and approval of terms, conditions and associated fees by the Webb County Commissioners Court.
