Discussion and possible action to identify a funding source to continue payroll costs (salaries and fringe benefits) of grant-funded personnel in the amount of $45,310 for the Webb County Regional Veterans Treatment Court Program due to the funding agency extending the grant performance period from 12 months to 14 months without providing additional funds; and any other matters incident thereto.  This agenda item formally requests that the applicable salaries and fringe benefits be paid through an alternative funding source for the remaining months in the current fiscal year in order to bridge the funding gap.
 
Issue: The Texas Veterans Commission extended the performance period from the standard 12 months without providing any additional grant funding to cover expenses for the additional time period. 
 
Solution: Identify an account to fund the program for the applicable time frame.
 
Result: Our U.S. veterans in need of court-mandated intervention and assistance will continue to receive services without any interruption.

A grant renewal application was submitted on November 25, 2025, and the Texas Veteran’s Commission announced on May 21, 2026, a grant award in the amount of $300,000 to Webb County.  This will be sufficient to cover the grant-funded personnel for the entire new grant performance period. 

The new grant application was authorized for submission by the Webb County Commissioners’ Court on 10/27/2025.
