Discussion and possible action to authorize the Purchasing to advertise a formal Request for Qualifications for Consulting Services for an International-Binational Relations Liaison for the purpose of establishing international and global relations, to bring trade, economic development, business, cultural education, and to act as a direct Liaison between Webb County and Mexican counterparts for the development & construction of the new 4/5 International Bridge System to include but not limited to long term planning of a produce terminal market and other business development planning ventures pursuant to the Professional Services Act and any other matters incident thereto.

Issue: The current contract is set to expire. Approval of this item will allow the Fairgrounds Department to initiate the competitive procurement process to secure a new contract, ensuring continuity of services without interruption while complying with applicable purchasing requirements.
 
Solution: Authorize the Purchasing Agent to seek statement of qualifications for the requested services pursuant to the Texas Government Code; Professional Services Act.                          
 
Result: Return to Commissioners Court with a recommendation of award based on qualifications and published criteria.
