Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2026-009 “Consulting Services for an International-Bi-national Relations Liaison” for the purpose of establishing international relations to bring trade, economic development, business, cultural education, and to act as a direct liaison between Webb County and Mexico for the development & construction of the new 4/5 International Bridge System to include but not limited to, long term planning of a produce terminal market and other business development planning ventures surrounding the recent Presidential permit approval for the 4/5 International Bridge connecting Webb County and the Mexican State of Tamaulipas.  The selected individual/firm will play a critical role in managing, facilitating, and promoting communication and collaboration between Webb County, Mexico, diplomats, business leaders and other key representatives. Webb County is seeking a three (3) year service agreement with additional options to extend or as directed by the Webb County Commissioners Court, and to further authorize General Counsel to negotiate the consulting service agreement between Webb County and awarded respondent pursuant to the Texas Professional Services Procurement Act and any other matters incident thereto. [Account #1001-1130-001-432001 (General Fund-General Operating Exp-Administration-Professional Services)]

Issue: The Webb County Commissioners Court authorized the Purchasing Agent to solicit Statements of Qualifications for the requested consulting services.  Two (2) sealed statements of qualification were submitted by the published deadline. 
 
Solution: Consideration to accept the rankings and award the public solicitation for consulting services to the recommended firm/individual as presented by the Purchasing Agent and the Evaluation Committee.  

Result: If approved, authorize General Counsel to prepare the professional consulting service agreement for final approval by the Webb County Commissioners Court.

On July 27, 2026, item no. 33, the Commissioners' Court authorized and approved the Purchasing Agent to advertise a formal Request for Qualifications for Consulting Services for an International-Binational Relations Liaison for the purpose of establishing international and global relations, and to act as a direct Liasion between Webb County and Mexican counterparts.
