Discussion and possible action to award Request for Proposal (RFP) 2026-012 “Webb County Fairgrounds – Floral Designer Services” to sole respondent Narvaez Flower Shop, for professional Floral Designer services for creating fresh flower arrangements and related décor for a variety of annual scheduled events and for special events reserved by the public at the 1848 Facility for a term of three (3) years pursuant to the Texas Local Government Code; §262.030 (Alternative Proposal Procedures for Certain Goods and Services) and to further authorize General Counsel to prepare the service agreement, its terms, conditions and negotiated fees and any other matters incident thereto. [FY 2026-2027 Account #1001-1130-001-432001 (General Fund-General Operating Exp-Administration-Professional Services)]

Issue: The Webb County Commissioners Court authorized the Purchasing Agent to seek proposals for floral designer services for the 1848 Webb County Fairgrounds.  Only one (1) vendor responded to the public solicitation by the deadline.  
 
Solution: Consideration to accept the sole respondent, reject sole proposal, and/or reject sole proposal and readvertise the requested services.   
 
Result: If approved, authorize General Counsel to negotiate the terms, conditions and fees of the service agreement and return to Commissioners Court for approval to execute the agreement.

On July 27, 2026, item no. 17a., the Commissioner's Court approved and authorized the Purchasing Agent to advertise a formal Request for Proposals for Florist Services agreement for the 1848 Event Center for year-round events as needed for a minimum of a two (2) year term pursuant to the Texas Local Government Code; §262.030 Alternative Competitive Proposal Procedures for Certain Goods and Services.
