Discussion and possible action to enter into a construction contract with Elite Grading and Paving LLC funded by HUD Grant No. B-24-CP-TX-2083 — "El Cenizo Street Improvements Project" in an amount not to exceed NINE HUNDRED FIFTY-FOUR THOUSAND SEVENTY-ONE DOLLARS AND EIGHTY-FIVE CENTS ($954,071.85) involving approximately 3.2 miles of roadway improvements to El Cenizo, authorizing the County Judge to execute all relevant documents and any other matters incident thereto. Issue: On May 26, 2026, the Webb County Commissioners Court authorized the Webb County Purchasing Agent to solicit Invitations to Bid ("ITB") for overlay work on El Cenizo. 

Solution: At its meeting of August 24, 2026, the Commissioners Court awarded ITB 2026-007 "El Cenizo Street Improvements Project" to the lowest responsible bidder, Elite Grading and Paving LLC at an amount not to exceed NINE HUNDRED FIFTY-FOUR THOUSAND SEVENTY-ONE DOLLARS AND EIGHTY-FIVE CENTS ($954,071.85). 

Result: Road Improvement Project will remediate unleveled roads filled with potholes and cracks and all related road work necessary to complete the project in accordance with the plans and specifications.
