Discussion and possible action to clarify and amend Section 4.02 of the Webb County Vehicle Use Policy by adding a new section 4.02 (a) to allow county program participants (civilians) to be transported in county owned vehicles as part of a county related and approved community outreach activity or program so long as each county program participant (or their parent or guardian) execute a liability waiver prior to participating in or riding in a County-owned vehicle and county program participant shall not be authorized to operate County-owned vehicles; and other matters incident thereto.
Issue: Section 4.02 of the Webb County Vehicle Use Policy currently addresses authorized passengers in County-owned vehicles, including non-employees conducting County-related business. Clarification is needed to specifically address the transportation of civilian participants who are participating in County-approved community outreach activities or programs.
Solution: Amend Section 4.02 by adding a new Section 4.02(a) to specifically authorize the transportation of County program participants (civilians) in County-owned vehicles when participating in a County-related and approved community outreach activity or program. Each participant, or their parent or legal guardian when applicable, will be required to execute a liability waiver prior to participating in or riding in a County-owned vehicle. Program participants will not be authorized to operate County-owned vehicles.
Result: The amendment will provide clear guidance for departments conducting approved community outreach activities and programs, establish consistent requirements for transporting civilian participants, and ensure appropriate safeguards are in place when participants are transported in County-owned vehicles.
