Discussion and possible action to authorize the contracting of Action Restoration (Buy-Board # 780-25-General Disaster Recovery and Restoration Services) for mold removal services at the Billy Hall Building for the removal of 80 square feet of mold across the first and second floors for a total not to exceed $87,967.16 and any other matters incident thereto. [Account #1001-1180-001-452007-575 (Claims Paid Flooding 07/05/2026)]

Issue: On July 5, 2026, a major water leak occurred at the Billy Hall Building.  As a result, the County's insurance consultant (Meridian) and sub-consultant (Halliwell) prepared the mold removal remediation protocol which includes 80 square feet of organic growth removal across the first and second floors.  The protocol report was provided to vendors and site visits were conducted to secure price proposals from three (3) companies.  

Solution: Consideration to authorize the contracting of Action Restoration for the required mold removal at the Billy Hall Building.  A total of three (3) proposals were secured for this project.  The County’s insurance consultant has vetted the vendor and recommends using the lowest responsible bidder, Action Restoration.   

Result: If approved, the services will be authorized by the Purchasing Agent to proceed with the required services subject to any contract agreement executed between Action Restoration and Webb County, if applicable.  The vendor has a cooperative contract with Buy-Board.
