SUBJECT:

CONSIDERATION OF ADOPTING FISCAL YEAR 2026-27 WEST COVINA COMMUNITY SERVICES FOUNDATION BUDGET

RECOMMENDATION:

It is recommended that the Board of Directors of the West Covina Community Services Foundation:
  1. Approve, adopt, and appropriate the Operating Budget for the West Covina Community Services Foundation for Fiscal Year 2026-27.
  2. Authorize the City Manager to approve the reallocation of appropriations from one activity to another within a fund upon review by the Finance Department, provided there is no change in the scope of service delivery level or increase in the appropriation as approved by the Board of Directors.
  3. Authorize the City Manager to approve appropriations made for donations and grants received during the 2026-27 Fiscal Year up to $60,000 per source or grantor upon review of the Finance Department, provided there are no matching requirements.

BACKGROUND:

On February 1, 2005, the City of West Covina authorized the formation of the West Covina Community Services Foundation (Foundation), a California Public Benefit Corporation.  According to the bylaws, the Foundation was organized for charitable purposes and its primary purposes and objectives consist of: (1) providing services beneficial to the public interest by seeking to offer, improve, or expand services that enhance the quality of life for residents, (2) preserving public buildings, structures, and documents of historical significance to the community; (3) qualifying and being more competitive when seeking to acquire grant funding; (4) receiving gifts of funds for public purposes; and (5) pursuing any other opportunities available that would benefit the public interest.  
 
The Foundation does this by receiving gifts of funds from donors for specific purposes (i.e., 4th of July Celebration, Summer Concerts, etc.). 


On May 19, 2026, staff presented the proposed FY 2026-27 budget to City Council, acting as the Board of Directors of the Community Services Foundation, for consideration. 
 

DISCUSSION:

No changes have been made to the FY 2026-27 expenditures since the budget was proposed on May 19, 2026.  The attached budget will appropriate funds to allow expenditures in FY 2026-27.
 

LEGAL REVIEW:

The City Attorney's Office has reviewed the staff report.

OPTIONS:

The City Council has the following options:
  1. Approve Staff’s recommendation; or
  2. Provide alternative directions.

Fiscal Impact

FISCAL IMPACT:

West Covina Community Services Foundation estimated revenues is $204,200 and expenditures of $204,000, which is projected to result in a $200 surplus.  Fund Balance is projected at June 30, 2027 at $200.
