CONSIDERATION OF AMENDMENTS TO FY 2025-2026 AND FY 2026-2027 BUDGETS

RECOMMENDATION:

It is recommended that the City Council adopt the following resolutions:
 
RESOLUTION NO. 2026-71 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR THE FISCAL YEAR COMMENCING JULY 1, 2025 AND ENDING JUNE 30, 2026 (CALRECYCLE HOUSEHOLD HAZARDOUS WASTE GRANT)

RESOLUTION NO. 2026-37 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR THE FISCAL YEAR COMMENCING JULY 1, 2026 AND ENDING JUNE 30, 2027 (CDBG ACTION PLAN AND LOCAL HAZARD MITIGATION PLAN GRANT)

BACKGROUND:

Household Hazardous Waste Discretionary Grant
In partnership with the Regional Recycling Group and Ross-Campbell, Inc., the City submitted an application to CalRecycle's 2025-2026 Household Hazardous Waste (HHW) Discretionary Grant Program.  The proposal was awarded $50,000 to conduct a public outreach campaign to educate residents about proper HHW disposal and to direct them to Los Angeles County's Countywide Household Hazardous and Electronic Waste Collection Program facilities.  The aim of the campaign is to increase the number of households that properly dispose of HHW and the overall HHW residential collection totals.

The PY 2026 CDBG Action Plan was approved on June 2, 2026.  The Plan included funding allocations for planned activities as shown below.

Local Hazard Mitigation Plan Grant
On July 9, 2024, the City was notified by Cal OES that FEMA had approved the City’s application to the Hazard Mitigation Grant Program. In total, $209,950 was awarded.  This includes a total of $200,000 for the project.  This amount is comprised of $150,000 from the Hazard Mitigation Grant Program and $50,000 from the Prepare CA Match Program.  FEMA approved an additional $9,950 for administrative costs.  The project is underway.

Regional Food Recovery Program (SB 1383)
The enactment of SB 1383 established statewide targets to reduce the disposal of organic waste and increase the recovery of edible food for human consumption. To comply with these requirements, local jurisdictions are required to establish food recovery programs and strengthen existing food recovery networks. Since November 2022, the City has participated in the San Gabriel Valley Regional Food Recovery Program, administered by the San Gabriel Valley Council of Governments (SGVCOG), to satisfy these requirements.

The CalRecycle SB 1383 Local Assistance Grant that currently funds the Program will expire on November 2, 2026. The SGVCOG has agreed to continue administering the Program following the expiration of the grant; however, ongoing program costs will be funded by participating member agencies. The City's anticipated cost for FY 2026-2027 is expected to be approximately $30,000, which will be funded through existing waste management fee revenues.

DISCUSSION:

The budget amendment included as Attachment No. 1 appropriates funding related to the Household Hazardous Waste Discretionary Grant from CalRecycle into the FY 2025-2026 Budget.

The budget amendment included as Attachment No. 2 appropriates funding for the PY 2026 CDBG Action Plan, the unexpended balance of the Local Hazard Mitigation Plan Grant, and funding for the City's participation in the Regional Food Recovery Program into the FY 2026-2027 Budget.

LEGAL REVIEW:

The City Attorney's Office has reviewed the resolutions and approved them as to form.

OPTIONS:

The City Council has the following options:
  1. Approve staff's recommendation; or
  2. Provide alternative direction.
